Minutes of Meeting

Board Members present:

Board Members Absent:

The Glades Homeowner’s Association held a Board of Directors meeting on Thursday, May 19, 2016 at 6:30 PM, Central Time at the Gulf Coast Baptist Church located 10620 Hutchison Blvd., Panama City Beach, FL 32407. Several owners were present at the meeting

Opening Remarks
Rolfe Hunt called the meeting to order at 6:30 PM and welcomed those in attendance. He introduced his wife, Pam Hunt, as the substitute secretary for this meeting.
Quorum was attained with three of the five voting board members present.
Jay Sourbeer motioned to approve the 3/24/2016 meeting minutes; Bob Henry seconded motion and all were in favor.

Old Business
Rolfe asked for a report on the discussion from the previous meeting regarding improving compliance with covenants and rules. Jay reported that there is a large issue of homeowners not in compliance with covenants. The discussion was about whether we can apply our own resources by using volunteers or should we hire an outside source. The decision was that Brian wanted to try handling the situation himself before using volunteers or hiring an outside source.

Treasurer’s Report
George McNitt reported that the bank balance is $108,292.28 and discussed some financial detail that is included on the attached report. He reported that the water bill is down. The electric bill is also down possibly due to the LED bulbs in fixtures at entrances.
There are 268 parcels in The Glades. Currently there is one foreclosure and 3 delinquent on dues.

Owner-Board Communications Report
Bob Henry reported that the next newsletter is almost ready. He believes that we need to have more uplifting articles and not just rules and regulations.

Public Relations
Rolfe reported for Trisha McGrath who was absent from the meeting. Trish is concerned that we need to encourage owners to keep the inside of their homes in good repair. There have been issues of mold and mildew, dirty carpet, broken cabinets inside homes that are for sale. The selling price of one home was $133,000. This will affect our neighborhood.

Repair and Maintenance
Gus Martell is out of town so Rolfe reported that Gus negotiated a new contract with Bay Landscape that includes landscape maintenance and pest control at lower cost than we currently pay to separate service providers.
There was brief discussion about new landscaping at the entrances. Proposals will be sought.

Brian Bischoff was unable to attend the meeting. Time allocated for this report was used for owners present to discuss their issues.
Rolfe asked the audience if they had issues they wished to discuss. Several had concerns or comments:
John and Jan Jones, 122 Hombre, asked if covenant information is available online or from the realtor. They did not have a copy. Rolfe said he would make sure they had a copy and also talk with Brian about how to best deal with the lack of good communication. They also reported that there is a problem with someone dumping their cat litter box in a vacant lot and also in close proximity to the golf course. Rolfe said he would check into that issue and take appropriate action.
Ruth Edwards 123 Hombre, is concerned that the golf course is not maintaining the tee box behind her property.
Grant Wittstruck 130 Glades Turn says the fence behind his house is falling apart. Is it golf course responsibility? Tom Easter says it is. Rolfe says he will go the maintenance man at the golf course and address the issue.
Jane Moffitt reported that she had heard that the golf course was allowing FWC to put captured alligators in golf course ponds. Another issue that will be discussed with maintenance at golf course.
Mary Frost 133 Glades Turn is upset because her neighbor is not cleaning up after his dog and the dog is not on a leash.

To give us better communication about these issues, Mary Frost volunteered to set up a Facebook page that would be available only to The Glades owners. The board agreed.

With no other business brought before the board, the meeting was adjourned.
